John R Road Resurfacing Now Underway in Troy
Work has begun on the resurfacing of John R between 14 Mile and Maple, and traffic has been reduced to one lane in each direction. The project was originally expected to begin April 15, but the contractor was able to start work earlier. Motorists should expect delays beginning April 5.
The project involves the removal of the existing road surface in some places, repair of the road base, replacement of the curb and gutter where needed and the application of approximately four inches of new asphalt. Additionally, the project will include upgrading pedestrian crosswalks to meet current Americans with Disabilities Act (ADA) requirements as well as traffic signal upgrades. The project is expected to extend the useful life of the road by about 15 years.
During the project access to all homes, businesses and side streets will be maintained. The project is expected to be completed by July 2.
The project is expected to cost approximately $1.7 million. Of that, $830,000 is being paid for with federal American Recovery and Reinvestment Act (ARRA) ?stimulus? funds. RCOC is paying for the remainder of the cost. The work will be performed by Ajax Paving Industries Inc. of Troy.

Concrete Slab Replacements on County Roads - Big Beaver, Long Lake and Livernois
Big Beaver, Long Lake and Livernois Roads will receive spot concrete slab replacements, but will address only the worst locations due to limited funding.
These roads are owned and maintained by the Road Commission for Oakland County (RCOC), not the City. Although the City has no jurisdiction over these roads, we are conducting a concrete slab replacement project under the county's Tri-party Program. Tri-Party Program funds are one-third County, one-third Road Commission and one-third City. These funds can only be used to improve County roads within the City of Troy.
As of June 1, all that remains to be done on this project is joint sealing of the patch areas, which should be completed soon.
If citizens have concerns related to road maintenance or pothole repair, please call the appropriate number for City or County roads. Please know that the County also maintains the State roads.

Engineering
The Engineering Department deals with the infrastructure and records of Troy pertaining to water mains, sanitary sewers, storm drains, paving, new construction, surveying, design, right-of-way, floodplain information, soil erosion, permits and administration. They are the liaison with Federal, State and County agencies and other cities to implement projects; liaison with developers to implement the public improvements for new residential, commercial, and industrial developments; and liaison with utility companies for private utility construction in City right-of-way.
Engineering services include the design and administration of public improvement projects such as roads, sanitary sewers, water mains, storm sewers and sidewalks. Engineering prepares the plans and specifications and supervises the construction of projects authorized by City Council. Engineering updates and maintains all records of City utilities, streets, and sidewalks.
Some of its objectives for the upcoming year include replacing water mains in section 9, Section 28, and Section 34, improvements to the River Rouge watershed, Rochester Road utility relocations between Torpey and Wattles, developing projects to enhance traffic safety, developing public education brochures and performing work to increase school safety, continue to enhance and broaden the scope of the city's GIS information.
The Engineering Department sets the standards and specifications for new developments and reviews plans and inspects construction to protect the public interest. Surveying and Inspection Services conducts surveys for the design and construction of public improvements; develops the City's Geographic Information System; conducts surveys for the investigation of drainage problems; and inspects the construction of private utilities for compliance with City requirements.

Traffic Engineering Services analyzes roads for defects and deficiencies; maintains records for traffic crashes, signals, signs and sidewalks; conducts and maintains traffic volume counts; and handles requests for new traffic signals and signs. This department works with the Traffic Committee which meets monthly to discuss traffic issues within the city.

- Most of Troy's major roads are under the jurisdiction of the Road Commission for Oakland County: Adams, Crooks, Livernois, John R, Dequindre, South Boulevard, Long Lake, Big Beaver, Maple and 14 Mile.
- The Road Commission for Oakland County installs and maintains all traffic signals in Troy, however Troy's Traffic Engineering Division continually monitors the operations and makes recommendations for better performance.
- The City of Troy secured approximately $22 million in State and Federal funding for major road improvements from 2009 to 2014. Troy's required local match is 20% of these funds.
