Southbound Rochester Road just south of South Blvd. Intersection

Southbound Rochester Road just south of South Blvd. will have the curb lane closed for a couple of months starting 11/28/11. The closure is due to reconstruction of the Pressure Reducing Vault located in the southern most driveway of the gas station on the South West corner of Rochester and South Blvd.

The purpose of the work being completed this time of year is because this is a major supply point to the City of Troy. The work must be completed during the time of year that we have the lowest water supply demand so other supply points can compensate for this one being closed.

CONCRETE SLAB REPLACEMENT - ROCHESTER ROAD from WATTLES to SOUTH BLVD

The City of Troy is responsible for the maintenance of approximately 265 miles of local roads. Department of Public Works (DPW) coordinates the local road concrete slab replacement program. Concrete slab replacement is a normal maintenance activity that removes and replaces spot sections of failed concrete pavement. Funds are budgeted in the City's Local Road fund to complete slab replacements on local roads at target locations within the City every year. Work on Rochester Road began the first week of September and will be complete by mid November 2011.

MEIJER DRIVE PAVING

The City of Royal Oak will be reconstructing the west end of Meijer Drive starting the week of September 6, 2011. During construction Meijer Drive will be closed to through traffic within the construction zone. Access to properties along the north side of Meijer Drive will be from Crooks Road only for the duration of the project. Construction is anticipated to be complete and Meijer Drive fully open to traffic by mid November.

WATER MAIN REPLACEMENT - TALLMAN & ECKFORD (NE WATTLES ROAD & LIVERNOIS ROAD AREA)

This project will replace the existing 8" water mains on Tallman and sections of Eckford, Evaline and Leetonia with new 12" water mains. The water main replacement is due to the main's current size, age and/or history of breaks. A section of existing 12" water main on the north side of Wattles Road will also be replaced as part of this project to provide for a looped system. Construction is anticipated to start in April 2011 with final cleanup and restoration by early July 2011. Funding for this project is budgeted within the Water Fund. The Water Fund is a completely self-supporting activity that does not receive funding from property taxes or any other City fund. The Water Fund is supported by city water system customers and is restricted by law to the operation and maintenance of the water system. Improvements, such as this project, reduce overall system costs by reducing water loss through older mains, eliminating costly main break repairs and providing improved water flow and fire protection to residents and businesses.

ROAD REHABILITATION - CROOKS ROAD, BANMOOR TO FOUNTAIN

This project is under the jurisdiction of the Road Commission for Oakland County (RCOC). This project will provide a smooth new road surface and safety enhancements. The work includes milling off the top layer of asphalt followed by the application of three inches of new asphalt. Curbs and gutters will be repaired as needed throughout the project. The project will also include upgrading pedestrian crosswalks and bus stops to meet current Americans with Disabilities Act (ADA) requirements. Additionally, the traffic signal at McManus Street will be reconstructed. Approximately 80% of the project cost is paid for with federal funds with the remaining 20% shared between the RCOC and Troy. Troy’s share of the project is from the Major Roads Fund. Construction is anticipated to start in early September 2011 and be complete by mid-November 2011.

ROAD REHABILITATION - DEQUINDRE ROAD, SOUTH BLVD TO AUBURN

This project is under the jurisdiction of the Road Commission for Oakland County (RCOC). This project will provide a smooth new road surface and safety enhancements. Work includes milling the existing pavement followed by base repairs and then application of three inches of new asphalt. The project also includes new curbs and gutters at side streets and pedestrian-crosswalk upgrades to comply with the Americans with Disabilities Act (ADA). Federal funds will be used to pay for approximately 70% of the project cost, with the remainder of the funding shared by the RCOC, Macomb County Department of Roads, Shelby Township, and the Cities of Rochester Hills and Troy and Oakland County general government. Troy’s share of this project is from the Major Roads fund. Construction is anticipated to start in early September 2011 and be complete by mid-November 2011.

ROAD REPAIRS - SECTION 35 (14 MILE ROAD & STEPHENSON HIGHWAY AREA)

The water mains were replaced on: Sheffield, Kenyon, Lyons, Redwood, Burtman, Grant, Wacon, Jamaica, Key West and Hendrickson in 2010. The existing asphalt over concrete roads in the project area will receive a mill and overlay. Funding for this project is a continuation of the water main replacement project. Water funds are used to repair the existing roads due to damage caused by the water main construction. Construction is anticipated to start in July 2011 and be complete by the fall of 2011.

ROAD REPAIRS - SECTION 8 (NORTHFIELD HILLS CONDOMINIUMS)

Brentwood, Bayside, Buckingham and Breeze Hill, local roads in the Northfield Hills Condominiums area, will be milled (ground off) and then a 1.5" to 3" asphalt overlay will be placed as the new surface. The project will also include removal and replacement of deteriorated concrete pavement and concrete curb and gutter where required. Sidewalk ramps and pedestrian crossings will be upgraded to meet current Americans with Disabilities Act (ADA) requirements. Funding for this project is from the Local Roads fund. Construction is anticipated to start in midsummer 2011 and be complete by late fall of 2011.

ROAD REHABILITATION - BEACH ROAD, WATTLES TO SOUTH BOULEVARD

This project will provide for a new pavement surface to improve ride quality and extend the service life of the road. The existing asphalt pavement will be milled (ground off) along the section from Wattles to Square Lake and a new 1.5" to 3" asphalt overlay will be placed as the new surface. The northerly mile, from Square Lake to South Boulevard, will be pulverized using a process called Cold in Place Recycling (CIP), which grinds up the existing pavement, remixes it in the same operation and places it as a new base material. A new 1.5" to 3" asphalt overlay is then placed over the recycled base, which will be the new surface. Sidewalk ramps and pedestrian crossings will be upgraded to meet current Americans with Disabilities Act (ADA) requirements. Funding for this project is from the Major Roads fund. Construction is anticipated to start in July 2011 and be complete by late fall of 2011.

WIDENING AND RECONSTRUCTION - CROOKS ROAD, 14 MILE TO EQUITY (RCOC)

This project is under the jurisdiction of the Road Commission for Oakland County (RCOC). The project will reconstruct the existing road and add a center left turn lane. Also included is the replacement of a 20-inch water main between 14 Mile and Elmwood Avenue, upgrading traffic signals at Meijer Drive and Elmwood Avenue as well as upgrading pedestrian crossings to meet current ADA requirements. Federal funds will be used to pay for approximately 80% of the project cost, with the remainder of the funding coming from the Southeastern Oakland County Water Authority (SOCWA) and the City of Clawson. There are no City of Troy funds involved in this project. Construction is anticipated to start in mid-May 2011 and be complete by mid-October 2011.

WIDENING AND RECONSTRUCTION - ADAMS ROAD, SOUTH BOULEVARD TO AUBURN (RCOC)

This project is under the jurisdiction of the Road Commission for Oakland County (RCOC). This project will provide a smooth new road surface and safety enhancements. Work will include pavement repairs, adding a center left-turn lane to the northern one-third mile of the project, adding right turn lanes for turning into some side streets and the application of three inches of new asphalt. The project also includes pedestrian crosswalk upgrades to comply with the Americans with Disabilities Act (ADA). There are no City of Troy funds involved in this project. Construction is anticipated to start in early July 2011 and be complete by mid-October 2011

Engineering

The Engineering Department deals with the infrastructure and records of Troy pertaining to water mains, sanitary sewers, storm drains, paving, new construction, surveying, design, right-of-way, floodplain information, soil erosion, permits and administration. They are the liaison with Federal, State and County agencies and other cities to implement projects; liaison with developers to implement the public improvements for new residential, commercial, and industrial developments; and liaison with utility companies for private utility construction in City right-of-way.

Engineering services include the design and administration of public improvement projects such as roads, sanitary sewers, water mains, storm sewers and sidewalks. Engineering prepares the plans and specifications and supervises the construction of projects authorized by City Council. Engineering updates and maintains all records of City utilities, streets, and sidewalks.

Some of its objectives for the upcoming year include replacing water mains in section 9, Section 28, and Section 34, improvements to the River Rouge watershed, Rochester Road utility relocations between Torpey and Wattles, developing projects to enhance traffic safety, developing public education brochures and performing work to increase school safety, continue to enhance and broaden the scope of the city's GIS information.

The Engineering Department sets the standards and specifications for new developments and reviews plans and inspects construction to protect the public interest. Surveying and Inspection Services conducts surveys for the design and construction of public improvements; develops the City's Geographic Information System; conducts surveys for the investigation of drainage problems; and inspects the construction of private utilities for compliance with City requirements.

Traffic Engineering Services analyzes roads for defects and deficiencies; maintains records for traffic crashes, signals, signs and sidewalks; conducts and maintains traffic volume counts; and handles requests for new traffic signals and signs. This department works with the Traffic Committee which meets monthly to discuss traffic issues within the city.
